Parking - Community service or revenue
raiser?
There are some 27m cars on the road in this country and the vast
majority spend their time parked. A recent Department for Transport
paper on, public experiences of and attitudes towards parking,
found over a third of those surveyed (which included non-motorists)
agree to the statement that "local parking restrictions in their
area are mostly there to make money". Parking is a key service
provided by councils. It affects their revenues and the performance
of their town centres. John will ask "do councils aspire to
implement a parking system that aims never to issue a parking
ticket?" He will consider the use of new technology and alternative
policies to help win the motorist's trust and give town centres a
significant competitive advantage through parking management.
